HSE Responsible for external sites

General description:
Job name: HSE Responsible on external sites
Seniority: middle level
Mobility: 90%, only in Romania

Description (main tasks):

• Implements and monitors the HSE Romanian legal requirements (Romanian = SSM, SU and Environment) and Thales Corporate policies, objectives and procedures for all activities performed by GTS Romania on external sites operating in Romania;
• Maintains regulatory compliance and keeps associated records in order to prove compliance;
• Contributes to health and safety hazard identification and risk assessment for GTS Romania activities related to external sites;
• Contributes to edit and update of specific HSE instructions (RO = instructiuni proprii) for site related activities;
• Performs the introductory Health & Safety and Fire prevention training sessions according to the Romanian legal requirements;
• Provides support for middle management positions (site managers) to prepare and perform

their specific level of Health & Safety and Fire prevention training sessions, according to
Romanian legal requirements;

• Performs periodical check-ups upon the employees' HSE knowledge;
• Keeps under control the work related medical asessment process (RO = medicina muncii)
• Identifies the necessary PPE for external sites and follows up the purchasing and distriution of necessary items to the GTS employees on external sites;
• Coordinates waste management on external sites, for GTS activity;
• Performs internal audits and/or inspections/check-ups over GTS Romania external sites operating in Romania; suggests corrective and preventive actions and follows-up the outcome of these actions;
• Reports and contributes to investigation of HSE incidents/accidents on external sites, according with legal (Romanian) and GTS Corporate requirements;
• Timely and regularly collects the GTS required key figures, prepares and fill-in the periodical reports (monthly, quarterly, yearly);
• Performs inspections over contractors during works/services on external sites.
• Acts as a contact person in relationship with the Main Contractor and Subcontractors HSE responsibles, as well as with the external site Coordinator;
• Acts as contact person in relationship with Romanian H&S, Fire prevention and Environment Authorities.

Education requirements (mandatory):

• University level education – technical or civil works domain, Bachelor's degree.
• HS responsible certified training course (RO = Inspector SSM – curs 80 ore)
• Fire prevention certified training course (RO = Cadru tehnic PSI)

Education requirements (optional):

• Civil defence (protection) certified training course (RO = Inspector protectie civila) is a plus;
• Waste management certified training course (RO = managementul deseurilor)
• ISO 45001 and ISO 14001 internal auditor certificate is a plus ;
• Post graduate training course "Risk Assessor in Health and Safety at Work" (certified 180 hours post-graduate training) or Master degree in Labor Health & Safety is a plus

Experience and skills:

• Minimum 3 years’ experience as HSE responsible (RO = lucrator desemnat SSM si SU)
• Strong knowledge in Romanian H&S and fire prevention law and regulations
• Good computer skills – office applications (Microsoft Word, Excel, Power-Point, Outlook, etc.);
• Fluent in spoken and written English.
• Cognitive skills: analytical and problem-solving skills, as well as ability to provide a sound and reliable judgment in complex situations;
• Flexible and open-minded, ability to adapt quickly to changing situations, yet rigorous regarding following the legal requirements;
• Driving license, "B" category is mandatory
